Linkage Ordinance is adopted.
December 20, 1983
Officially Article 26 of the Boston zoning Code and sponsored by City Councilor Bruce Bolling, it is adopted by the Boston Zoning Commission. Described by the Boston Globe as a “diluted” version of an earlier bill vetoed by Mayor Kevin White, it is signed by the mayor, only after he had declined to run for reelection and after the top two finishers in the mayoral preliminary election had announced their support for a stronger bill. The ordinance calls for developers of large (100,000+ square feet) commercial projects to contribute a $5 per square feet fee to a city fund to support construction of affordable housing. Challenged in court, the ordinance is first struck down and then upheld in 1986.*
